what is it?
Alabama, Kentucky, and Mississippi are free. Tennessee is $25/month + $150 registration fee. The catch is you have to pay for whatever portion of the 5 year contract is left up front.

In Oregon ODOT's system free network is tax payer funded and worth every penny of it.
WISCORS by the Wisconsin Dept of Transportation is free.

Not to complain about the cost for the WSRN (we participate), but if your work is exclusive to Pierce County, their VRS, PC3N, is available for free.
At one time, if you owned/hosted/maintained a CORS the WSRN had a signifigant discount, I do not know if that is still the case.
An RTN is a "real-time network" giving the surveyor the ability to use only his GPS rover, as opposed to having to set up a base station everytime.
It is a network of GPS antennae broadcasting corrections for use with GPS rovers capable of receiving Real Time Kinematic (RTK) corrections. This can typically provide accuracy within 2-3cm vertically and 1-2 cm horizontally anywhere within the network.
A VRS is a Virtual Reference Station, which I believe is Trimble's flavor of RTN. Not too sure about that.
