Survey Proposal Quandary

I have always quoted potential boundary surveying clients a price terms over the phone or text and had to turn down work. Then a while back I started sending each prospective client a written proposal. The prices on the written proposal were determined in the same manor as the ones over the phone. But, I have literally had a 0% success rate on getting any boundary surveys with the written proposals. Work might near dried up and I went back to quoting on the phone and am back to business.

What are your thoughts and can anyone explain what I did wrong?

They sent your proposal that you were kind enough to do all the research on and determine a scope of work for the client to your competition who underbid you by $100

My guess is that it is in your ability to close the deal. After you send the written proposal do you follow up with a phone call within 24 hours? Or do you just wait for the client to call back?
