Create a volume surface, make a copy of your points to compare and elevate them to the volume surface. The elevations will be the cut/fill value.

I have had issues with Civil3d exporting ttm format. Export an XML of the surface and use Trimble Business Center - HCE to write a ttm.
I'm surprised there are no punch marks where the "expert" measurers found the true location to be 0.04' from the cross.

SCS900 is not a surveying grade software, it is geared for contractors doing layout. It has basic topo collection, but not geared toward traversing.
