Can I turn off the ability to OSNAP in a block?
Say I make a bound with a line going to the center and I do not want ENDPOINT to grab a corner, just the center of the block. I realize that INSERT will go where I want it to, but sometimes I am too lazy to type INS.
While performing a command, hold down "Shift" and right-click. A menu pops up that you can customize your o-snaps.
well that is slick, but it still does not resolve my real issue (it's engineering based so i was avoiding the example)
i have a distribution box block that is fully defined: wall thickness and knock outs with a line at the centerline of the pipe. this means that for every knockout, i have 6 endpoints that i could snap to. I'd like to change this to make one snap point.
modify your snaps to turn on insertion point snap. Easy enough.
if i could create 10 insert points, then great
or if i put nodes at each point and set my osnap to node, but if osnap includes endpoint, those will still get in the way
i could change the mpolygon to just a hatch without a boundary, but the boundary accentuates the block in the drawing. i could eliminate the knockouts and just have a solid box broken by lines at the knockouts as it would not be noticeable (2.5' square usually on a 20 scale drawing).

Try "options" -selection tab- uncheck "show grips within blocks".
For selection of the insertion point of a block you could still do the shift right click and choose insertion point instead of typing in INS all the time.
those are good but I am looking to draw 2 to 10 lines from this block to others entities. when i snap my line to the endpoint in the knockout, i can easily hit the side of the knockout.

Stop fighting it; draw a long line, in the block, from the point you want to snap to, on a no-plot layer like defpoints. Then just snap to that end point each time.
If it bothers you to see this line in your drawing, just freeze and lock this layer when you are done.

Pretty close to what I was thinking....modify the block, draw a large circle around it, put it on a non plotting layer.
Are those blocks represented with a survey point? If so, define the point group by using the block as the node. Then no matter what it looks like it is a node defined by the insertion point.
Considering the shape of this block I would choose to snap to "center" rather than "insert". That will snap to the center of the main circle of the block and that appears to be the center of the block.
Setting the middle mouse button to the snap menu will help too. "mbuttonpan"
