Both are correct. I use 1), thinking being that I prefer not to have negative space in the writings. But 2) is perfectly valid.
Some NGS applications require leading zeroes, even in degrees of longitude. For example, in the radial search option for data sheets, 80 degrees has to be entered as 080. Also true for NCATS. I've assumed that this is because the software separates deg min sec by counting digits, but that's just a guess.
I use the leading zero as a placeholder to indicate that there's no missing digit that I failed to enter.

Neither are correct it should be S04°26’55”W.
I dislike the spaces between the direction and the degree and between the " notation and the direction on my plats. Since I dislike them on the plat I want the narrative to reflect the same.
Like JPH asked, who is complaining about the two choices (either are fine) and why are they complaining?
I'm looking at an Independent Resurvey plat by the BLM from 1925. They use S.4d27'W. no place holder or space.

I agree that some of the older hand-drafted plats look beautiful, real artwork there. But some just look like crap, no planning or thought going into them at all.
Then again, some early CAD plans look very stark or bleak. Probably done by someone like me, with no artistic understanding at all

Its an individual preference item. I prefer using the zero as a place holder. I found that I don't mess-up as much when keying in deed description in an AutoCAD drawing if the place holder is there than if it is just a single digit degree. It is just how I trained my brain to communicate with my fingers.
MY preference (and that is all it is) has a space after the letter for north and south and one before the letter for east or west. Also, MY preference is 04 degrees. Always looking for two digits for bearings helps to insure I didn't do a typo and left off the second digit. If doing azimuths, I would use 004. Again, to help avoid typos.

Eliminating the space keeps the bearing from orphaning at the end/beginning of a line. Nevertheless, I prefer the look of the space. One outfit I worked for added periods in lieu of the spaces to make the space without an actual space character.
