Post somewhere public with the actual salary being posted and probably offer more than you think, not having one probably costs more than the extra to get a good one quickly.

The best way to recruit is going to be word of mouth. If your staff is willing to contact ex-coworkers and recommend your outfit you should be in good shape. If they aren't then you have problems clever recruiting can't fix.
