Agreed. Five visits in one month over a one-inch move? Most cities are overloaded to begin with, they don't really like to have to do repeat visits, so there has to be something else going on here.

My brother runs an automotive repair business down there. As he puts it LA City is a criminal extortion racket. They'll use any excuse they can to cite a business for being out of compliance with one rule or another as fast as they can make up new rules, so they can fine them. The homeless go unmolested for the simple reason they don't have any money. It's all about the Benjamins. Not sure what they meant about an 'on-line' survey unless it was for his favorite brand of toothpaste.


Just because I'm paranoid, doesn't mean they aren't out to get me.

I think it means he checked the local gis.

When I was with AKDOT our in-house rule for encroachments was if it's within 0.5' of where we determined the ROW to be, it wasn't an encroachment, but things like that sign were a little different, realtor and campaign signs were usually ok within the ROW as long as they were behind any ditch or not creating a sight distance issue, although there was one guy who'd take the sign if it was even touching where he determined the ROW to be by measuring from the painted centerline.

There was a person who'd erect pretty sturdy campaign signs, with permission of the land owner, in the same spot that was outside the ROW, then a project happened in that are where additional ROW was needed and acquired. The landowner didn't tell sign guy about it, next thing you know, instead of politely informing sign guy, or the campaign, he goes out with a chain saw and brings it back to the office. He is not well liked by some people.

The shop owner was probably the guy who stole the enforcer's wife from him a few years back.  The sad part is the shop owner divorced her, too.  So, these two opposing forces might be called exes-in law.

I'm guessing there is way more to the story than this.  A while back I did a monitoring job for a quarry that had had a major slide after a over charged blast.  The slide and blast had impacted the adjacent road.  This guy could not understand why the mine safety board would not let him just get on with working the quarry.  I mean this guy would just rant and rant and rant.  The ranting only paused when he bragged about how often he had busted by said board for breaking safety regulations.

In my neck of the world, the ADA crowd has immense power.  People have made a business out of suing for access.  As a result the local jurisdictions are spending millions on new ramps and enforcing sidewalk constriction regulations.  Now they are even going as far as requiring the homeless to leave a 3 or 4 foot pathway for ADA access.  Could this guys problem be related?  I don't know, but it would explain the 1" thing.  It is pretty easy to pull a tape from the back of curb to figure out if your sign restricting the required access.

On the other hand, why do city officials have the time or inclination to worry about 1" of the placement of a portable sandwich sign.
