Are some of these elected county surveyors positions unpaid? Seems like they should find a budget and make it someone's job.
I found some data, although it's not Nevada, looks like Colorado's guidance is to pay between $1000 and $5,500 A YEAR for their county surveyors.
That appears to be City of Nevada, Vernon County, Missouri.

Oklahoma abolished the Office of County Surveyor in the late '70s. The position was title only, no salary. Office space was provided at the courthouse. Fees were generated from private practice and court ordered surveys.
Although the elected position was wrought with problems, it had a place. I look back now and see abolishing the office was a mistake, in my opinion. I guess the number one drawback was that "absolute power corrupts, absolutely".
There were some obscure and ambiguous State Statutes that placed the work of a County Surveyor up there with the original GLO. In essence, it was accepted that the County Surveyor couldn't be wrong. A number of the counties in Oklahoma had surveyors that had been in office for years and paid little attention to their jobs because of this concept. Their part-time and underpaid unlicensed field help usually performed all the duties. In private practice we all understood the County Surveyor was probably ALWAYS wrong. There were exceptions, of course.
One unique practice that brought about our Corner Perpetuation Act was the County Surveyor keeping all the PLSS corner records under lock and key. If you were attempting to subdivide a section or perform any boundary work, you had to pay the County Surveyor to come out and reset any corners that weren't monumented. One county's crew would set 16d duplex nails for corners.
In today's world in Oklahoma a properly operated Office of County Surveyor could be a wonderful thing. It just won't ever happen. That ship has sailed.
Colorado can have elected or appointed county surveyors. Some elected ones that I have dealt with only got elected because they were popular in a social life not because they knew what they were doing as far as surveying goes. Most people don't even know that a county surveyor exists. And yes I have dealt with ones that are on a power struggle with themselves. They think they are God and master ruler over all others.

At least one county in Oregon has gone without a County Surveyor because there is no PLS resident in the county, a necessary qualification. As it seems to be in Nevada City, MO.
That is Vernon County, Missouri where the county seat is Nevada.....that is pronounced Nuh-vay-duh. Anyone using a different pronunciation is immediately recognized as a foreigner (from outside Vernon County).
Youngest daughter spent a few years there heading up PR, marketing and foundation board coordination for the Nevada Regional Medical Center.
