91-57 is not a law; only an advisory.
If you expect the FAA to pay attention to a court you are living in a fool's world. Once the FAA makes a ruling / opinion (or whatever) they tend to ignore anyone that questions them.
So...some RC plane enthusiast who goes by the name "Trappy" on the interweb gets in trouble with the FAA and the next thing you know he is being represented by a law firm with 300M in billings and offices in Manhattan and Paris.

I think whether some politician will ignore parts of a law or over enforce an advisory,
the flood gate for drones has opened.

Trappy was a small player who probably got backed in court by some big
players like Amazon and Google who already have indicated they want to
use drones on a massive scale.
I think they will try to take some action, but not sure how fast they are able to do so. They can't create legislation (maybe a temp emergency order?), so they have to lobby congress to do so.

I don't know how that would work.
The FAA has proposed to fine Pirker. The judge dismissed the case.
I'm not sure what recourse the FAA has. The FAA can ignore the judge's decision all they want, and now that the judge has ruled in favor of Pirker, Pirker can ignore the FAA's enforcement action all he wants.
