I'm skeptical about the refusal standard. After you have 20 feet or so of rod in the ground -- unless you're pushing it through muck -- I wonder if enough friction will develop around the rod in most soils to accomplish the same stability without incurring the cost (roughly $25 per foot for 3/4" aluminum, once you figure in labor) of getting down to 1 inch per minute.
