Is this just random scrap iron or can you identify it? The top is slotted.

It looks like the end of the stock of an anchor to me. You have a long way to go before the rest of the anchor is unearthed.

No. I'm pretty sure it has been repurposed as a section corner monument. I'm waiting to download the DC to find out if it reasonably occupies the position of a section corner and to see if I can find any calls for it in previous deeds (which is unlikely as most deeds in this area just call for the Section Block and Township (Texas style railroad sectionalized land - not PLSS)). Also, it is plumb. Most of the anchors I am familiar with in this area are driven at an angle pointing towards the guyed object.

Alternatively, it is possible a guy anchor for a drilling rig. I will check the RRC GIS map to see if it falls close to an old well.

I was gonna say it looks like a green goat stake, but with all that flagging it is almost assuredly a survey corner of some sort. 😉
