I have many houses that are within a foot of being above the BFE. I hate being the bad guy and telling the client that they are about 0.4' below the BFE, but it is what it is.

Now some folks have put some "landscaping" in around the foundation for flowers etc.

At what point does the LOMA request turn into a LOMA-F request? I have not done a LOMA-F request in 20 years. Are they difficult to run through the process?

Anybody sharing their experience with these would be greatly appreciated.

I am not looking at any of the documentation at the moment but I seem to recall FEMA does not regard normal backfill procedures around buildings to be fill.
