Commercial site, final survey

Two years ago I surveyed the site, ALTA with topo. A month ago I was asked to do the final survey on the site. Asphalt is down but no stripes, workers with hard hats all around, two portapottys, workers going in an out of the building with tools and supplies, so i showed what was there and in the notes said the site was under construction. Two weeks later attorney from five (5) states away asks me to show the stripes and change the note to read "site recently constructed." I locate the stripes but since there are workers with hard hats all over the place, and in and out of the building, I keep the note. Monday she tells me construction is complete and to remove my note. Yesterday I went back then sent her the photos showing the cement mixer, workers with hard hats doing things, the traffic barricades, and the front end loader.?ÿ Since then, silence.

I assume the problem is the owner needs his draw and is telling her it is complete - but it isn't and I won't bend.

Yeah they are not the ones certifying the map. They can wait as far I'm concerned. I would only certify as to the condition of the site as of the date of survey or update whatever the case may be. I wouldn't bend either..

I'm sure that you are quite aware that the building and site work can be complete while tenant improvements to the interior spaces continues. So I wouldn't go by the presence of people in hard hats, with or without their other paraphernalia, alone. Have they had their final inspection?
