Does the Carlson DC software use the same fld file, so that you can pull-down and pick field code descriptions?

Sort of. You need to convert or export an fcl file using the field to finish tools/ options in the desktop software.

This is certainly one option. Newer builds of SurvCE (circa 2.5x and later) allow SurvCE to directly import the desktop FLD file format through the following steps:

File tab -- Feature Code List -- Special Codes -- Settings (button next to Green Check) to launch the following Settings dialog box:

Once enabled, "Green Check" back to the Code List dialog box, tap "Load" and change the File Type to FLD:

A compact edition of the FLD (the FCL) file will be created and subsequently used by SurvCE. I hope this helps.
