Thanks for the insight into your methodology, but given the national supply chain shortage, tape and scissors are hard to come by these days. 🙂

I think that's a problem with the way FEMA created the fillable PDF rather than Adobe. We use Bluebeam and it still doesn't allow the photos to be inserted using the form.

I haven't used Adobe in a while, but with Bluebeam, it's easy enough to open the JPGs in photo editor, hit Ctrl+C, then go to the cert and hit Ctrl+V and move/resize the pasted image to the right spot.

***Edit: strike that, I forgot that it does insert them just fine with the form button, but it doesn't show up until you preview/print...someone figured that out a while back. Carry on...

I just click on the words "Photo One" on the attached fillable form and up pops File Explorer for you to select your image.?ÿ You may have to size your photos if they are hi-def.

Itƒ??s one of the few things from FEMA that has always worked for me. Like Kevin said get your photo under a meg. The form asked for 300k, but a meg has always worked. Try downloading a fresh form. Once you get that form filled out with the repetitive items, save it and reuse that form. My photos are on a different drive, but try moving them to the same directory as your form. Try clearing your cashe, I never did that until Windows 10, now 11, but now have to a lot. If you have recently upgraded to Win 10 or 11, reload Adobe, Adobe Reader or whatever. When I went to Win 10 and again to Win 11, buttons, tabs and clicks did not respond well until I upgraded or reloaded the unresponsive software. Good Luck.

Yes, that's what I used to do as well.?ÿ Now, the box below "photo one" just flashes a gray color and doesn't pop up the explorer window as it used to.

Make sure the pictures are small enough "byte-wise" for the form. I use "Paint" (the accessory program that comes free with Windows) to resize the photographs to just under 300 KB, and the y insert fine.

I think you need to look for a setting to "allow pop-up windows" in your browser.

Thank you, gentlemen.?ÿ Reloading the elevation certificate from the link Kevin Hines provided fixed the problem.?ÿ Re-sizing photos has always been a habit, so that wasn't necessarily the fix. I suppose things get kind of buggie after a while.

For resizing photo's, Microsoft has a program out called powertoys.?ÿ ?ÿDownload it and you can right-click a photo and change the size to any size you want.?ÿ ?ÿPretty handy program.?ÿ ?ÿSome other tools there too, but I mainly use that.
