help! C3D dialog open drawing box disappeared

When trying to open a drawing the dialog box has vanished. All I seem to be able to get is the command line for opening a drawing. C3D 2013 running on 32bit old Dell laptop.

I've been told, that it happens, when a lisp ,arx or other procedure is interrupted, before it has a chance to return the setting to its original setting, sounds logical.
