I currently use Carlson 2006, how does one get text to have dashed lines? Everytime I change the line type I still get continous. How can one change this?
You don't. I have not been able to do it either. Instead what I do is lighten the line width and change the font.

You can "dash" your text using the Line Type Feature code in the plot dialog box.
In the Pen Assignments pick LType and change the variable from the default 0 to 1.

I have 2010 Carlson, but I think this can be done in your version too.
Go to EDIT. Then down to TEXT. Select EXPLODE TEXT TO POLYLINES. Then change the resulting polylines to a hidden2 linetype.
You might be able to screen your text by putting it on a layer that prints halftone.
If you'll have to set that up in your plot properties settings though,
Change the linetype scale (of the line or polyline) from 1 to a much smaller number.
