In Civil 3D, its possible to make a label style to label area for a 2D polyline. I really liked to use it as a quick way to reach a target area vs. using the parcels.

I'd use the features that are built into the program. Lisps are great but there is no need for one in this instance. You can set up a general line label style to get the area of a polyline that is dynamic if you change the line. It will place the label on the line itself but if you turn the orientation to view and the dragged state leader visibility to false you can drag it wherever you want it to be.

Once you have the label style set up once in a template you have it in two steps, label and drag.

A line label style is a good idea but a "field" would also work. Just type field in your command line and follow the prompts
