Once they get you on a list ...
I get emails addressed to my stepdaughter, who never used my email address.
The only connection I can think of was that 15 years ago I used that account to send pictures of her deceased dad"s house to the real estate agent who was selling it. After that I got a lot of spam for her.
Hadn't had any for a while until the election campaign, then lots of fundraising requests. Latest ones are about Georgia.

I receive calls at least once every week attempting to sell me extended warranty coverage for my vehicle.?ÿ I do not own any vehicle they would be willing to take on.?ÿ All are over the magic 200,000 mile upper limit with the possible exception of the 1966 2-ton truck with an odometer reading of something like 14,000.?ÿ As I just purchased it recently I have idea how many times it has rolled over.
Three options:
Follow your rules, and don't feel any shame in it. Fact is, if he has a legitimate reason to get ahold of someone (or even an illegitimate reason), RPLS cannot be the only way to find someone. Encourage them to take out a banner add in order to request contact.
Second option. Ask who he wants to contact, and if you can give them the contact info. Provide to the target person for their use. Insist on a real name and full contact information, including address and phone number.?ÿ
Third, and this is what I would do: Encourage the prospective spammer to make a forum post under the "hello" section introducing themselves, and explaining why they joined and who they want to contact, and how to get ahold of them. That makes for one of two moderated posts, and everyone can see it, and the target person can respond if they like.

Wendell, you are the father figure here. Ironically some of us, perhaps most, are older than you. Dads have to do what dads do and sometimes that means sitting the kid down in time out, and you've done that. This kid is not listening and it appears that behavior modification is not working. Now its time to send them off to boarding school.?ÿ Back east, where its cold, the guns are wooden and the uniforms woolen.?ÿ?ÿ

It's sad when I'm thinking about a burner phone to keep robo calls at bay. Not even for the main reason guys get one. ?????ÿ
In regards to the robo calls: I'm on T-Mobile for my personal and office lines, and their new scam protection is amazing. I used to get 10+ bogus calls every single day... now I *might* get one per day, probably more like 2 or 3 per week.
I'm not sure what has happened with my phone, I get these phony calls, you can tell that they are because of the number, but they break off after one ring. It's really strange when I'm driving and the phone rings and shows up on the console display, one ring, then the voice declares the call ended almost instantly. "RING"-call ended. No break between but maybe one second.?ÿ
I'm thinking it's some type of spam protection.?ÿ
I probably wouldn't give him post permission, but as a courtesy you might want to let the person he is trying to contact know about it so they can reach out to Fred if they so choose.
Fred seems like a process server or a collection agency to me or someone of that ilk. A prototype? And not producing two meaningful posts? Suspicious to say the least.

The comment above about process server, etc. reminded me of my bizarre situation.?ÿ Back in 1998-1999 one of my daughters had a boyfriend who turned out to be a real stinker, so she moved on and left him behind.?ÿ One day about 10 years ago I received a nasty call at my current house landline number, which I did not have in 1998-1999, with the accusation that I was (insert boyfriend name here) and I was in contempt of court for some reason involving an attempt to collect a debt.?ÿ I did my best to try to convince them that I was not him, had only known him briefly through my daughter and had not seen or heard of him in over ten years.?ÿ That didn't work, because apparently everyone says that sort of thing.?ÿ I still receive about two robo calls per year addressing the same issue, so I simply hang up.?ÿ I honestly don't know if he is alive or dead.?ÿ They can call till Hell freezes over and it won't do them any good.
There's a guy in Las Vegas with a name just like mine, except that his middle initial is different.?ÿ He owns a house there on Fancy Court, and must be behind on payments or something, because I regularly get calls and texts from bottom-feeders wanting to buy it.?ÿ I told one that if he sent me a check for $50k I'd give him a quitclaim deed, but he never followed through.
@mightymoe I get calls about the "warranty" on my cars often (yeah, I know I shouldn't be answering unknown numbers). One's a 2004 and the other's 2008 and neither one had any warranty beyond whatever the dealer/company provided.
I noticed I missed several calls from the same number but they looked like spam so I ignored them. I googled the number and one site's snippet implied it might be a collection agency.
Repeat numbers are unusual so I started watching for it. Same number came up so I answered it and the caller asked for someone who had been my babysitter. She'd quit a week or so before. I said she doesn't live here and they hung up. I told the babysitter and we couldn't figure out who could be calling. I pulled my credit reports just in case.?ÿ
She tried the number and it never picked up. Finally, they rang me again and I asked who was calling. It turned out to be her car's finance company. She'd been late on a payment and I was on the credit application as her employer. She told them to take me off their call list. So far no more calls.?ÿ
