Can this combination work to connect to the Alabama CORS network through the internet? The TSC3 has wifi and connects to the Hiperlite with bluetooth. I can use my phone has a wifi hotspot.

It should! We use a TSC3 and a phone for a hotspot with Trimble rovers and have had no issues.

Probably. I can't comment on the Alabama situation specifically, being in Oregon. But I've used the TSC to hook up to the Oregon RTN. With both Trimble Access and Survey Pro. Both by bluetoothing to phone and via a SIM card in the dc.

I know some of the older hiperlites could not receive NTRIP corrections. You should be able to use TRU to see if it is capable.
In Receiver Profile
The rover setup should be Network Rover and make sure to set to off mode.
The modem should be Windows networking dial up connection is use current internet.
Then the network profile has to be set up that information should come from whomever is providing the correction service.
We had a lot of problems with our Verizon MIFI and Survey Pro 5.X establishing and maintaining data connections but I believe this was a T41 issue.

I should have added that Hiper Lite/Survey Pro was one of the receiver/dc combinations I've used for that.
If it is Survey Pro, it might work. The TSC3 = the Ranger and 5.8 allows hotspot connections. Make sure you use the RTCM 3 connections. The might work is based on the fact that Hiper Lites were sold with artificial range limits of either 1.5 miles or 3 miles depending on when it was sold. Single baseline connections are almost always longer than that, so if your receiver is range limited it will not fix beyond the limit. A VRS/Multibase connection should work as the distance to the virtual base is less than the limit.
