Get out there, Resurvey the perimeter, and ALL occupation, tie all fence corners, monuments. Tie all improvements, that are in proximity of any deed lines.?ÿ All road centerline, etc.
More office time is a waste of time. At this time.
This is like reconstruction of the community. Without a plan.
If you are not comfortable doing this, go discuss this with some older practical surveyors. You are being too nerdy.
You need practical help, in pure pragmatism.

If suveys/deeds of the neighboring parcels, any more surveys in the subdivision, and the original description have not yet been pulled there is still more office work before going out into the field.?ÿ
Going out into the field without those documents will greatly increase the chance of missing some relevent physical evidence.?ÿ?ÿ
If he had put North to the top of the page, he would have had to either rescale his drawing to make it fit the landscape layout or he would have had to print in portrait layout... since this appears to have been hand drawn, I'd say he didn't plan out his drawing very well and made a quick fix after he finished his limited labeling.
The plat invites evidence from the ground. It may end up simpler than it looks. Either way, get paid to solve the problem...

I don't care where they put the north arrow on a plan.?ÿ I'm just happy if it's there, and it points generally north

Is this version in the public records? It doesn't have a title, or any language dedicating the street and drainage easement.
Since it's hand drawn, it won't scale quite as accurately as a CAD drawing. But it looks as though it could be scaled reasonably well.
