I am doing a 4-unit condo complex. One of the units would qualify as being diagram #9 since the basement floor is only 6" below grade. However, the other three units basements are more than two feet below the LAG. So they would be diagram #2. How would you fill out the certificate? This are four unis in one building.
Since we are only a snapshot of what is there, I do the certification to the lowest floor and then note in the comments it is the lowest of all 4 units. It appears according to your description, they would need to be called a basement.

Agree, report the lowest floor (diagram 2) (a) Top of bottom floor (including basement, crawlspace, or enclosure floor), describe the rest in the comments section, and with photos, let FEMA's consultants make the call. Report the facts.
