I always try to measure between the front legs and the rear legs when determining the centerline.

lol On a more serious note, if you really want an opinion, her is mine.

You have two centerlines, the legal centerline wherein you need to re-establish the dedicated right of way limits, and the constructed centerline (centerline of pavement) which may or may not agree with the legal centerline

What is the face of curb?

We always shoot the back of curb because it only has one elevation. The face has two, top and the gutter line when doing a topo we would get the BC and Gutter Line.

It looks like the sign says "FREE CAT" with an arrow pointing down and to the left.

Probably a candid shot, my brother used to spend a lot of time in Juneau (he was a Captain for Cruise West before they went under - business wise, not seagoing wise).
