She told him in no uncertain terms that he is not to disturb their nice neighbors by actually making a usable alley out of a platted alley.
Meanwhile, the neighbors on the other half of the block are gloating because they had thought the alley was in their backyards instead of the other way around.

Sounds like the wife changed her mind when they found out they'd be the ones losing a little bit of their backyard, and not the other way around. The neighbors on the other side are entitled to half the right of way (if vacated), and/or access through the alley if they desire. The Mayor may have opened up a can of worms.
