Perhaps they thought they could go without a survey. I am looking forward to see the results of the investigation.
Ugh- "taxpayer." I'm not sure there's ever been a word (in English, anyways- the Germans probably have 7) that concurrently implies "I'm a bad mofo" and "I'm the wronged, helpless victim of some abstract misdeed and expect recompense wholly disproportionate to the tiny offense committed against me."
Did I mention I can't stand the word "taxpayer"?
Looks like a survey problem.
Sister in law and family lived in Rowlett about 10 years ago or so.
They said the town was controlled by the land developers.
Sitting, watching them build the tower and drinking beer with the person that really owned the property sounds like something I'd have on my bucket list.
Sounds like the landowner had the perfect valuation for the land he sold. About the same as the cost to move the tower.

...and hopefully locating the parcel the city owned didn't include the county assessor's GIS map.
