??The octagonal piece looks like a "surveyor's cross" - used to measure angles in 45 & 90 degree increments.
It may or may not belong with the item in the other two pictures which I believe is a military device - specifically used by the artillery to aim the guns.?
Could be the top-secret gonculator that was the subject of some excitement on "Hogan's Heros".
