Yes, that is an excellent article. I first came across it in a 1990s copy of the California Surveyor.

I thought I saw the monument article (removed link) in one of the 1990s issues but I haven't find it.
Mr. Karayan is the Utah Council of Land Surveyors convention speaker this coming February. His name seemed familiar and I'm deciding whether to go to the convention or not. So I used the Google search – Chuck Karayan surveyor – to see what I could find out. Based upon what came up including the paper I've decided to go to the convention and spend the $5-6 hundred it will cost. Sorry if the link was a copyright violation!
I may have seen the monuments article you linked in one of the issues after 2000 (not available online for free to non-members).
Mr. Kayaran was a speaker at the Missouri Conference in 2013. I enjoyed his presentation. I would attend another presentation by him.
