It's my understanding that the Missouri DOT RTN network is a free service. Does anyone have any further information to confirm that, it's reliablility/outages, etc?

I understand it's free and pretty good. A lot of folks in the western part of Illinois tag on to it because it's free. Tom Bryant of Seiler Instrument could tell you more, since he's part of the team that put it up originally.

On a MoDOT project a few years ago, I was able to compare 2nd order closure direct levels with the real-time results from the Missouri RTN over a sixty mile route and, as I recall, was never more than 0.10 feet from the actual adjusted value (over 100 control pts). Most checks were under 0.05 +/-. Pretty amazing. After using the system on many projects of various types, my conclusion is it is accurate and had very few outages but was limited by the cell phone coverage. I would definitely want to have it as part of my available tools if I was in the coverage area, especially if my cell phone coverage was good. BTW according to MoDOT directives, this method could only be employed for setting control on aerial targets and then only when double observed.
