What is the best reasonably-priced detector that will help me to locate 2" steel pipes or larger on or near the bottom of a lake that is about 8 feet deep?

If the pipe is visible underwater (not silted over) you might could try an underwater drone dragging a styrofoam float with reflective stickers on it.
Might not work but think about how much fun you could have trying.

Hummingbird and lowrance both make 360 side scan sonar modules. Although that may not be reasonably priced
Might be hokey, but maybe drag a large magnet tied to a string and drag it along the pipe when you find it. Drop a staff down at angle points and locate it that way. Just a thought...
How many feet do you need to locate in the lake? What level of accuracy? Do you have as-builts from the utility?

Cheapest good unit would be a Radiodetection RD4000 and TX3 transmitter on ebay, stepping up in price any vivax vloc pro2 and transmitter also on ebay. There are some older analog models like any of the RD 400 units but the learning curve is steeper.
There were one or two metal detectors several years ago that would probably fit inside a 2" pvc pipe with a sealed cap on the bottom end. Leave the top end open so you can hear the buzzing. You might have to add some weight to keep it from floating up.
