And I can't remember the last time I saw a job posting for a PLS that explicitly spelled out the responsibility to actually keep up with technology and methodology, or to mentor others:
Serves as District resource for guidance in continually evolving and increasingly sophisticated professional field of land surveying and mapping
Attends conferences and equipment displays and studies reports and technical papers on newest advances in equipment for possible use by the District in its survey operations
Mentors and trains field survey crew
All I see for PLS job postings around here is "manage budgets, meet deadlines, multitask, business development, run a survey department with minimal support, manage budgets, meet deadlines, did we mention manage budgets?". Barely any mention of actual geomatics/surveying work, beyond maybe "conducts surveys".

Which is why I left the Private Sector. I am done with all that BS! I hate corporate "Surveying"
