Does anybody know if I can transfer Topsurv from an old data collector to a newer one. My FC 200 is broken and would like to transfer Topsurv licence onto a new one if possible.

Yes it is. Contact your Topcon dealer. Just give them your new device ID and the Serial number of Topsurv, and explain what happened. They will get the serial number reset, so you can install it on your new controller. Same process (but with more questions) to reset it 3D office (or Magnet) for a new computer.
