I just ran across this doing some research. It kind of looks like a survey, maybe.

Just wondering what others thought of it.
I would be more inclined to say practicing law or even practicing outside of his discipline. But what do I know, I'm a surveyor not an engineer or attorney.

It doesn't look like a Survey to me. It appears to be a 'record document review' of sorts. I would be surprised (amazed actually) if there were any field work done.
We provide compilations of records showing how a written easement relates to a written description. I guarantee you won't confuse one of those with a survey. We say more about what it isn't than what it is....

Not a survey, but...
It's not a survey, but sure looks like an opinion on boundary and title matters that would legitimately be within the practice of surveying.
I don't know what authority a PE license allows for as to boundary matters in OK, but in CA (if licensed as a PE after 12/31/81), this would be considered practicing without a license. Whether it would be practicing surveying or law might be a fine line, but it certainly is not within the practice of civil engineering.
It almost seems like a misc. filing of sorts. Unfortunately, it is probably one that has been relied on my people for 20+ years now.
Does this metes and bounds appear anywhere else prior to Mr. Engineers certification of his opinion on it?
What he seems to be certifying is basically an opinion that anyone can have. If anything, he may be more guilty of playing a pseudo title examiner than a land surveyor.
A gray area for sure either way you slice it though...

It is filed as a "survey", which is a filing category in Cleveland county.
If that is who I think it is, I used to work for his daddy, former RLS 12, in 1973.

Small world. I worked for Neal (and Steve Morrison) at McCaleb in 1972. Started at the Edmond Office and wound up in the Colcord Bldg. crawling all over old OKC when they were doing the OCURA (Urban Renewal Authority).

Wattles section 3.13 says that "to a point" is not necessary, unless there is a lateral tie that must be held (which in that case the Point becomes a qualified control).
An intersection of two lines is a point.
