so if i read that right he was surveying all throughout the SE and when he needed a stamp in a state he didn't have he just picked a license from someone he didn't know and used it?

I'm guessing they did all they could. Its not like they have the authority to take him out back and shoot him. If I was one of the guys whose license he picked to use, I'd get a lawyer to freeze this guys back account until I got him in court to get my pound of flesh.

He should have been made to pay a surveyor licensed in the relevant states to check and/or re-do his work.
What's great about this
is that the survey broker who used them may find those surveys null and void now and end up owing someone else some money. A good attorney would sack them all up and shake the bag to see who has the deepest pockets, and I bet Bock & Clark have some deep ones.
Each client should sue him for fraud.

Some of these surveys were for Bock and Clark. He probably didn't charge much for them. Also, it is unlikely the BOL will let him sit for a new exam.
Isn't this document evidence of multiple acts of fraud? Seems like violations of both criminal and civil law to me. Without knowing the scope of authority of the licensing body in Alabama the ruling of the board might be the practical limit of their powers of discipline. It seems likely to head to criminal court when charges are laid by any of the affected parties.

Civil suits are not going to cut it on these things. Part of the reason for licensing is to ensure the one you retain is indemnified. They use bonds and such for those that are not. Can't get blood from a stone.
Revoke his license and not let him reapply for 2 years? Many of the stipulated facts make it readily apparent that he doesn't mind operating without a license. Heck, he just appropriates someone else's as the need arises! I don't see this as anything but a temporary minor hindrance to his business.
$1000? How much did he charge for all those projects he performed under a dilinquent license or where he stole another's to place on the drawing? Is $1000 even 5% of that? This fine doesn't represent a punitive amount, it's simply the cost of doing business for someone who works without a license.
A serial offender like this should have been referred to the AG's Office and prosecuted to the full extent of the law. The amount of fraud represented by these projects calls not only for restitution to the tune of several tens of thousands, but also for prison time, or at least probation for several years.
A person with this sort of disregard for the laws governing the practice of surveying should never, under any circumstances, be given the opportunity to apply for a license again.
The AL Board and AG should be immensly ashamed of themselves!
That much fraud, there should be no question about permanent revocation of his license.
Not only should the other two surveyors listed get a pound or two of his backside. The AG's office of both MS and GA should get the chance to introduce him to Bubba at the rate of 10-20 for each count, to run consecutively. He would only get out in a pine box.
That is an incredible listing of bad decisions on his part. I assume this slap on the hand by the BOL is just the tip of the iceberg. This ruling should make everyone else's case easy to prove. I truly hope the result of all rulings against him become VERY PUBLIC to remind others thinking of doing the same sort of thing of what can be the penalty.
