Help with conversion to State Plane

Is there anyone out there that can help convert a few local (ground) coords to SPCS?

I have a dwg file with 7 points in local ground coords, and I have the same 7 points with state plane coords. The ground coords need to be translated, rotated, and scaled (known combined scale factor). I think I know how to do this but would like some confirmation.

Pick the two points you have the most confidence in, write down the x,y,z of the state plane coordinates, insert two circles into your local drawing at the x&y of the two points, grab all of the locals using your best point as the base, set them down on one circle, rotate to the other using your base point as the pivot, check the difference between the elevations of one point and compare that difference to all the others. If it is reasonalbe, adjust all the locals up or down by that factor.
