I found a 36" Beech at one end of a 2500' line in a hollow. I then crossed over a steep ridge and On the other end I found a 1" iron pipe.
I found a 1/2" iron rod sticking out of the ground and leaning westerly in the root hole of a call for White oak about 1000' from the iron pipe and just off over the top of the ridge from the iron pipe. The root hole is 40" in diameter.
Problem is the 1/2" iron rod is off line. The line actually is 0.04' to the east of the iron rod.
How should I word this in my description?
I thought about not mentioning the iron rod at all since it isn't on line. Or I could mention it and state it is 0.04' off line.
Any help would be appreciated.

yeah, a rod in an old hole 0.04' off? what's your estimated error on the location? why aren't you celebrating?
I'd say that at least two surveyors have done their work about as well as it is possible to do it. Then I'd employ the virtual hammer to put the monuments online.
Iron Rod Might Be Off In Your State, The White Oak Is On
Both are on in PA, no need to mention the 0.04'.
Now can you independently prove the positional tolerance?
The iron rod is a reference monument to the position of the white oak. Within a rotting stump I estimate a 6' to 8' 1" bar minimum is required to be able to set it firmly. I am pretty sure once you set your prism pole on the iron rod you could scootch it over that 0.04' just breathing.
As to your question, if you are serious, "passing over a 1/2" iron rod within a rotten stump, referencing a former called for white oak".
BTW you best grab a sample of the rotten stump and send it away for analysis.

Starting at the center of a 3' wide tree?
20 different Surveyors would get 20 different positions for the center of the tree. You could calculate a line from the 1" pipe through the 1/2" rod (using it for line) and still be in the middle of the 3' wide tree.

Mis-state the size and species of the tree (be sure NOT to flag or hack it), don't mention the ridge, mis-state the size of the pipe (call it an iron or just a rod). Throw a 1" (one second) deflection in the line at the rod in the stump rot hole and call 'er good.... Hey... That's what most 80% of the other groups would do around here...

Yeah just messing around. Haven't seen much on 0.04' in a while.
I've only actually shot in one of the three monuments I mentioned so far. But will use the other two even if the one in the middle is out a couple feet. All are original corners in a HUGE tree line.
