At a recent seminar, a member of the board stated that while land surveyors provide topography, only civil engineers can design the grading plan. I always thought that other professionals, like land surveyors, landscape architects, and architects can also provide grading plans.

I used Google to ask this question specific Massachusetts in my query. The answer was that other professionals are qualified to design final grades.

Say, for example, that I am to provide a site plan of a small parcel for the construction of a house. If the site plan requirements are to provide final grades, would that require a civil engineer's design and seal?

It is a state-by-state thing.  The five western states I'm licensed in do not allow it but as I recall, Montana may.

NJ does not allow a surveyor to design grading.
