Hmmm ... the FEMA site that hosts the elevation cert is not updated. Hopefully they will put up a Word version ... I can never get the photos to insert into the their PDF forms, and it appears they can not be saved.

The OP's link opens a pdf with a hyperlink in blue "Bulletin W-16002 Attachments" that will take you to the download page (form is not available on FEMA's site yet). The new EC is on a legal size sheet and was created by Adobe Live Cycle so no edits are possible even with Acrobat Pro (fill in the blanks only). The solution as I posted in another thread is to fill in the form then choose print and select Adobe PDF as your printer. This will output a flat pdf (no fields or security) then you can go to Tools, Content Editing, Add Image, and insert photos and add text boxes for photo descriptions on the appropriate pages of the EC. When finished, you can print to the Adobe PDF printer again to get a non-editable pdf for distribution or just send it to your regular printer for a hard copy.
The above directions work with Acrobat XI Pro but similar workarounds should work in other versions.
They better release a word version as well.
I keep my word version saved half filled out. That way I don't have to keep filling in the repetitive fields every job

I just checked, with this current pdf version of the EC that has been release and using Acrobat XI pro, I can fill it in and save it.
Guess I gotta buy acrobat pro now. :-/

Others on here use alll sorts of pdf writers with pretty good success rates. You might inquire if others are able to fill and save with lower cost pdf writers.

I just had the same issue but once I saved it to my computer it opened no problem.
Hopefully that works for you as well

Why don't they just make a word form like they did last time? I CAN fill this out as a pdf, but it would be much easier if it were word format....
I wish that they had a red letter version like the new ALTA requirements, outlining and highlighting the differences.

I agree, the "Adobe" crap they suggest downloading works except you can't save a copy.

And why is it 8.5x14" now? Just another nuisance.....I have to start buying legal sized paper now? I use 11x17 for small surveys and rolls for big surveys. I use letter size for just about everything else....
have you tried PDF exchange viewer? I use that for most things. You can insert a picture with it as well, but again.....word is easier.
