Potholing with a vac truck.
I call these out for anything when doing designs across know but unknown location utilities.
They water jet and vacuum the holes based on assumed locates and then I drop a rod down the hole and BAM! GPS or optical shot for future use and the GIS.
If the utilities can't/won't locate the potential liability, go above their heads up the chain and wave the legal requirements and cause a public ruckus.?ÿ
Everyone loves a good ruckus.
Would love to see that process work in our supertight clay soils with plenty of buried rocks just right to block the vac line.
