Yeah I sure am glad our leader is dealing with the hard hitting issue of the Z vs H. That will set us all back on the right path. Not like every program we use doesn't call it out as Z. I sure am glad we got that cleared up. I believe there are some pressing issues that Dave could take the lead on and help the surveying community make some real changes on and bring about some consensus on. That article makes me think he doesn't really have it in him to take on serious topics.

Dave Doyle - Wyoming correction
The clip about Dave's teaching CE 2089, Basic Geodesy for Land Surveyors, is from the printed bulletin of the Wyoming Outreach Program. It appears from the updated digital versions of the fall schedule that the class will actually be taught by Danny Swain. The Outreach Office told me on the phone just now that that change was made in February.
My experience of Danny Swain has been entirely positive; he's one of the very best instructors I've had in that program. Still, my pulse jumped when I first saw that course description.

I have seen him give his speech on how great active monumentation is and I seen him talk about the new reference frame. He is a great speaker very engaging but the NGS needs some upgrading. How long have we had DRAFT standards. just sayin. I am sure he is your best friend. he seems like a nice guy.
Whenever I thoroughly research something related to geodesy and think I have it clearly understood, I contact Dave Doyle to set me straight. There is no equal to this man and his knowledge. He is definitely old and new school which is pretty rare these days.
Glad he was DRIVING it.
I'm sure if Dave had his way, all the standards would be updated.
I'd venture to say, without veering too far into the political realm, more funding of certain government programs would go along way towards faster resolution of many agenda items. After all, you get what you pay for.

The information I posted above was cropped out of the on-line PDF document found today via the "Current Course Offerings" hyperlink on the UW land-survey page. The front page of that document says it is for 2013 summer and fall sessions, so it could quickly go out of date.

For what it's worth, it seems like you are referring to specifications not standards. In other words, how to achieve a standard.
As GNSS (and whatever supplements or replaces it) evolves, the requirements for occupation times and the like need to evolve as well.
The NGS TM 58 and 59 are guidelines to assist user seeking to meet standards. If someone can achieve and prove they achieved work at the standard by doing otherwise why require them to follow dated guidelines?
I like the old Geometric Geodetic Accuracy Standards from the early 1980's. Should they be followed today in terms of occupation times and the like? No.
