AT&T has shut down their 2G GSM & GPRS services in my area (all areas?). This means the cellular modem in my Trimble R8 will not work for RTK network corrections. I can get them through the DC (TSC2/Ranger) if I connect it to my phone hotspot.
Are there INTERNAL cellular modems on the AT&T 3G/4G networks for the TSC2/Ranger?

Easy solution, switch to T-Mobile and keep on rolling till 2020-22 time frame (assuming they have coverage where you need it). I can get you a contact person on the business side if you like.
