Got an issue with this 1 project I can't seem to resolve; xref another drawing?ÿfrom the project?ÿ(proposed -> survey) on the same coordinate base and it comes in 17' to the left/west, but it also happens going the other way (survey -> proposed = 17' left/west) and any other drawing on the project folder.?ÿHowever in each drawing the?ÿidentical features?ÿlist as the same & correct?ÿN,E,Z.?ÿ?ÿ I've check all the likely culprits: unit/zone, project base, transformation, UCS...?ÿand am dumbfounded at this point.?ÿ

When you xref in C3D17+18 you need to make sure you pay close attention to unitless vs. feet. In drawing settings take a look at units and drawing settings.?ÿ This all has to match up. I typically set the units to unitless. This forces the main dwg to hold as true regardless of your xref.?ÿ
Play with these settings - you'll find the right one. Just make sure the base file is correct prior to xref.?ÿ

Check your INSUNITS. C3d 2017+18 now has a setting of US Survey Feet (21). INSUNITS should either be FEET (2) OR UNITLESS (0) as @StLSurveyor suggests

I used to have a similar problem if I had a drawing started in Civil 3D, and tried to xref in a drawing created in Carlson.?ÿ The Carlson drawing would always come in slightly off (5 feet or so) and nobody could figure out why.?ÿ Maybe check to see if both drawings were created in the same software/same version?
@stlsurveyor Thank you! I was getting small shifts on my state plane xref's that was so frustrating..Changing the Base drawing insertion scaling units to unitless finally fixed my problem.
