I cannot find using the "options" command nor the file --> plotter manager pull down how to remove some of these old plotters on my list in AutoCAD:

I dont use Acad, but try a right click and delete on the plotters you want removed.
Those look like system printers. Issue the "options" command, then under the "Plot and Publish" tab, check the box on the right that says "Hide System Printers" and they should disappear inside Autocad.
I believe you just need to remove whatever printer/plotter listed in the "Printers" section within the windows control panel.
If I hear you right, you have drivers on your computer for printers you no longer use or have? If that is correct, then start>Control Panel>Printers and Faxes>Delete the printer by right clicking and selecting delete.

Now I want to get rid of these strange *.pc3 files from the list:

Brad, those are generated when using pdf995 and changing some parameter like custom post-script page size (at least they are in primo pdf). You could delete pdf995 from your printers and then exit the program and re-install it and it SHOULD fix that.
Look in the "Plotters" folder where your AutoCAD is installed and delete the *.pc3 files that you no longer want.
Or run _plottermanager, and delete the unwanted ones.

Plotter manager only seems to let me add and not delete for some reason ?

Pick the ones you don't need, right click delete.

Open file explorer. Press f3 for a search. search all files and folders for *.pc3. Delete the unwanted files in the search results. The pc3 files are stored in the hidden system folders for local settings.

I've been tempted to do that, but I figured there's a very small chance my printer will no longer work. I figure I'll just live with it.
