why does the fema/firm kmz overlay not rescale properly anymore ?
this has worked for a long time but regardless of the zoom the FIRM data does not rescale ????

I don't have an answer for your question, but I have found that the latest FEMA FIRM MAP website to be more user friendly than before, maybe this will get you by for now:
