Draw Locate Points in Carlson, Screen pick then get this

Have you got a .crd file attached to the .dwg file?

Are you using Draw-Locate points under the Points pull down?

is the font loaded?
try changing the PTXT font to something else.

Yes CRD FIle IS attached. This is an existing conditions plan I got from someone else that I'm trying to stk out the limits of disturbance on. Trying to do it thru the screen pull down. Also, another drawing they sent me is working just fine.

On the command line, type STYLE. Select a style (I usually use romans), then at top right of window click on "Set current". Then try loading the points.

Try and opening your own template dwg. Rt click and copy all the linework from the provided drawing with a left window. Go into your empty template drawing and: file/clipboard/paste to original coords.
