No but in recent years Carlson Survey has allowed for exporting KMZ and KML files to GE.
OK, so we cannot SET GE as our "Background"? Thats what I want to do. But, by exporting files, does this allow us to "See" our survey on top of GE?

If you're running the stand-alone IntelliCAD based version of Carlson Survey and you have Google Earth installed, run google_image at the command line. It will tell you that the Carlson GeoTech (I think...) module is not available, then will count down. When the timer runs out, it will let you place the Google Earth image as long as you have a coordinate system defined under "Drawing Setup".
Sometimes when I've done this it doesn't show the image right away. When that happens I save and close the drawing, then open it again. The image should show up then. You might need to "fine-tune" the image placement. Sometimes it's off a number of feet.
I haven't been able to do this with the AutoCAD OEM version though. It says that the command isn't recognized.

Use the IMPORT and EXPORT command under FILES. You can always save the GE image as a JPG file, scale it and fit it.
I use GE images in Carlson Survey 2015 OEM on an almost daily basis.

The ability to place Google Earth images as background images into CAD is provided by the Carlson GIS module (starting with our 2012 release, only available for IntelliCAD or as an add-on to AutoCAD). Additionally, the Carlson GIS module can also place background imagery from Esri's ArcGIS On-line Services making it possible to utilize published maps from your local City or County agencies (if they publish such data). A 20-minute informational video was produced a few years ago that shows both forms of data acquisition.
