I'm trying to create a TIN from an aerial survey (on which I have no meta data) created quite a few years ago. I was hoping to meld it, at least close, to a current survey on Washington State North NAD 83 2011. To get the aerial survey near the new data I need to scale & rotate but scaling affects the elevation of the contours. What am I missing?

Looks like Scale Wizard is the answer! Keyboard command scscale.
