Does anyone have an idea of someone who might be offering seminars on editing a rinex file with teqc or other methods?

I have not had any good luck finding anyone yet.

Yes, the Oregon GPS User's Group is sponsoring a workshop on TEQC presented by Lou Estey with UNAVCO and Mark Huber with the Corps of Engineers. The workshop will be April 9,2015.
I posted a workshop notice on this board under John Hamilton's post "Trimble converttorinex" on 2014-12-6.

What I have is a desire to provide my state association and our professional development committee with a speaker that can give us an 8 hour seminar on editing rinex files.

I should of made myself clearer.
