I resolved this issue by creating a new drawing and "inserting" the old drawing.?ÿ No problems now.

1) Not?ÿ a locked layer 2) Ran an audit, then purged, no change.?ÿ exited the dwg and the program, re-opened, no change.?ÿ audited again, purge again...
