I have a publication in my library I purchased from Land Surveyors Bookstore, entitled "Manual of Safety Standards for Land Surveyors" (T.S. Madson, Land Surveyors Seminar's) several years ago. It would probably give a good insight on developing what you need.

Many DOT's have Surveyor Safety Manuals. Here are a couple from the corners....
FWIW, I've been down this road. Not having a safety policy for your company may be bad, but having a safety policy and failing to enforce it rigorously is infinitely worse. It's like chumming shark invested waters. If you are not prepared to fire people for failure to comply than just don't go there.
I'm going to bump this zombie thread to the top. I had an employee today who had a thankfully minor, injury free ATV accident. I wrote up an ATV policy, but it made me realize that our company's safety manual is woefully lacking.?ÿ
