In a way I can see the state's postition. He resigned, not sure why they're giving him until December, so now they can save the cost of prosicution. But on the other hand how many guys did he run out of business, hurt their business or never started their business to not compete against this a-hole because he was using the counties resources to undercut them? Resources that they were paying for to be used against them. Sounds like the engineer from Dayton Oh. that was cheating the government on minority contracts, made 5.1 million from it and he reached a deal with the U.S. governmet for a fine of 2.9 million. You'd think they'd levy some crippling fines on this guy, instead he gets to keep on doing business and keep his ill gotten gains.
